Pennsylvania-based GUARD Insurance Group Chief Executive Officer Sy Foguel has assumed the role of company president and former chief administrative officer Carl Witkowski was promoted to chief operating officer.
The shift in management roles follows the retirement of GUARD co-founders Susan Shoval and Judd Shoval, both of whom will remain board members of GUARD.
Foguel, former executive vice president of Clal Insurance Company Ltd., has held the position of CEO since GUARD’s 2007 merger with Clal. In that time, Foguel has guided the GUARD’s expansion into new lines of business insurance to complement its long-time specialty in workers’ compensation coverage.
In Witkowski’s new role, he is directly responsible for information technology, human resources, legal operations, managed care, claims, customer service and underwriting. He joined GUARD in 1996 and has held several executive management positions of increasing scope and responsibility.
