A Rochester, New Hampshire woman is suing the city, alleging it did not maintain a dam, causing her home to be devastated by flooding last year.

Rufus Roux’s home was damaged in April 2007, when heavy rain and flooding hit the area. She argues the Hanson Pond Dam breached, flooding her home. And she blames the breach on the city.

City Manager John Scruton says the city is not to blame for the dam breaching and regardless of who was at fault, the city maintains the breach was an act of nature. He says the city also maintains the flooding that damaged the Roux home was from the Isinglass River, not the pond.

Roux said because of the flooding, she was out of her home for more than three months.
