Leane Rafalko, who spent eight years with the North Carolina Department of Insurance as chief captive analyst, has been named director of captive management for Knoxville-based CIC Services.
After leaving DOI, Rafalko joined Hylant Global Captive Solutions as senior captive consultant. Her 20 years of experience in the captive business and insurance regulation speaks for itself, said Bryan Ridgway, CIC Services’ chief operating officer and managing partner.

Rafalko earned her bachelor of science degree in accounting from the University of Scranton. She is a certified financial examiner and an associate in captive insurance (ACI), the company said in a news release. She also was recently elected to the board of directors for the North Carolina Captive Insurance Association and will begin her term in May.
CIC Services notes that it is a risk management consulting firm that specializes in the use of captives to help enterprises manage risk.
