Meanwhile, preparations continue for Thursday’s hearing, where Quackenbush is scheduled to testify along with general counsel Brian Soublet and Deputy Commissioner Norris Clark.

“The story circulating today is that Quackenbush may resign today,” said one legislative source in Sacramento. “It’s very clear that he does not want to testify at the hearing tomorrow, does not want to be supoenaed and ordered to appear. There appears to be a pretty good chance that the hearing tomorrow will not take place and the Commissioner will resign today.”
