More than 16,000 Class-2 misdemeanor charges in South Dakota were dismissed last year.
Virtually all of the dismissals were for tickets issued to motorists who could not immediately prove that they had liability insurance or other financial assurance for liability purposes.
State court system records indicate that the charges were dropped when those motorists later produced their auto-insurance cards.
